Dantewada Maoist attack case: CRPF to appeal against acquittal

NEW DELHI: The CRPF has decided to contest the acquittal of 10 arrested accused in the 2010 Tadmetla Maoist attack case in which 76 security personnel were killed in Chhattisgarh'sDantewada district.

Three years after the central paramilitary lost 75 of its men, the force has written to the Chhattisgarh government with a request to appeal against the January 7 verdict of a local court. A Chhattisgarh policeman was also killed in the attack.

"We have written to the state government. We certainly want the verdict to be challenged and see that the perpetrators are brought to justice," CRPF chief Pranay Sahay told PTI here.

Senior officials in Raipur said the CRPF has also approached local police, probing the case, and offered them help in gathering evidence and bringing on record witnesses for the incident that occurred in the wee hours of April 6.

Ten accused were recently acquitted by the court of additional district judge Anita Dahariya at Dantewada citing lack of evidence against these people.

The CRPF, the mainstay for anti-Naxal operations in the country with more than 80,000 personnel deployed for the task, suffered a huge setback in the deadly Maoist ambush.

The court acquitted the suspects, arrested from nearby areas of Chintalnar in Dantewada within a month of the Naxal attack, as there was no evidence against them.

The force has decided to fight the case and help police in preparing a better and water-tight case, a senior official in Raipur said.

During the case hearing, 43 witnesses of the Chhattisgarh government turned hostile and no witness was presented by the defence side.

Some CRPF jawans, who had sustained bullet injuries in the ambush, were not of much help to the prosecution as they could not re-count much about the incident.

Lawyer accuses Pak of 'blocking' book on Sarabjit

MUMBAI: Pakistani lawyer-activist Awais Sheikh has accused the authorities of stalling the release of his book on Indian prisoner Sarabjit Singh.

Sheikh wrote an email to say, "At 3pm on Friday my guests and I arrived at Lahore Press Club for the launch ceremony and were shocked to see the doors locked. The administration informed us that they were unable to allow the function owing to a security threat."

Invitees including Hamid Khan, former president of Pakistan's Supreme Court Bar Association and I A Rehman, director of the Human Rights Commission of Pakistan, and other guests were reportedly displeased with the authorities for "blocking" the function.

Sheikh alleged that those who "feared that the facts of Sarabjit Singh's matter would be revealed through the book were responsible for this unlawful and unfair act".

He claimed his writings would make the people of Pakistan "aware of the gross injustice done to Sarabjit".

He also claimed that an anonymous letter addressed to his wife was delivered at his residence Friday morning by an "unknown person". The writer allegedly threatened to harm his family if he went ahead with the press conference on Sarabjit. Sheikh is yet to approach the police in this matter.

630 cases of child sexual abuse reported in Mizoram during 2003 to 2009

NEW DELHI: There is an alarming increase in the number of child abuse as well as juvenile delinquency in Mizoram, with as many a 630 cases of child sexual abuse reported during 2003 and 2009. Yet, there seem to be no urgency or sincerity on the part of the state government to implement the Juvenile Justice (Care and Protection of Children) Act of 2000.

Children are not safe anywhere in the state as most cases of child sexual abuse were committed by relatives, friends and teachers of the victims. Sexual abuse of children remains high. A study commissioned by the Social Welfare Department of Mizoram government and released in October 2012 recorded 630 cases of child sexual abuse during the period of 2003 to 2009.

Juvenile delinquency remains equally high. During the last decade from 2002 to 2011, the National Crime Records Bureau under the Ministry of Home Affairs recorded a total of 1,699 cases of "juvenile delinquency" in Mizoram. These include 1,258 cases registered under the Indian Penal Code and 441 cases under the Special and Local Laws.

Despite the situation, the state government went slow on implementing JJ Act. In fact while the JJ Act was enacted in 2000, the statutory support services namely the Juvenile Justice Boards and the Child Welfare Committees in Mizoram have been set up in all the eight districts only during 2010-11.

"Mizoram has failed miserably in providing institutional care. The lack of separate Special Home and the poor facilities in the existing Observation Home-cum-Special Homes at Aizawl and Lunglei, overcrowding, lack of segregation of the juveniles on the basis of the nature of their crimes severely undermine the Juvenile Justice (Care and Protection of Children) Act," said Suhas Chakma, director of Asian Centre for Human Rights.

According to an ACHR report, the Observation Home-cum-Special Home at Lunglei is overcrowded and facilities are poor. The Home has a capacity to house only 10 inmates (boys only). The Officer-in-Charge took the initiative of adding four extra beds for the inmates as sometimes number of inmate increases beyond the capacity. However, many a times the inmates exceeded 14 and in such situations the inmates had to sleep on the floor.

Also the Mizoram government has failed to utilise the grants under Integrated Child Protection Scheme (ICPS) provided by the Ministry of Women and Child Development. On July 6, 2012, Mizoram informed the Project Approval Board under ICPS that Rs 75.25 lakhs was lying unspent from the grants of 2011-12. Further, the state government informed that it had received construction grant for two Government Homes in 2011 but this grant has remained unutilised.

According to ACHR report, there are 28 recognised Children Homes in Mizoram and almost all of them are either privately owned or run by faith based organisations. As majority of the Children Homes are run through charity and children are admitted without the consent of the Child Welfare Committees, the lack of supervision by the state government is responsible for poor conditions of the Children Homes.

The First Step Children Home, Aizawl is inhospitable for small children and the Home's authorities have decided to close it down but the state government is yet to take a decision about it. Children are subjected to abuse and torture in many of the Homes. On July 13, 2009, a 13-year-old child was beaten to death by the officials at the Herald for Christ's Children Home, a government recognised Children Home at Lungleng, about 15 kms north of Aizawl.

"The NHRC has awarded compensation of Rs 3,00,000 to the mother based on the complaint filed by ACHR. But the particular murder shows the violence against children who require the outmost care," said Chakma.

ACHR recommended to the Mizoram government to establish the new Special and Observation Homes sanctioned by the Ministry of Women and Child Development in the districts not having such homes; separate the Observation Homes and Special Homes at Aizawl and Lunglei; ensure judicial utilisation of funds within the financial year; implement the recommendations made by the PAB under ICPS to establish more Observation Homes, Special Homes, Children Homes, and Shelter Homes and improve facilities at the Homes; ensure segregation of juveniles and children as per age and nature of offences; provide educational and vocational training facilities both within and outside the Homes and tie up with vocational training institutes; appoint adequate number of staff, including the Warden at the Observation Home-Cum-Special Home at Aizawl, and staff at three Shelter Homes at Aizawl, Mamit and Champhai; improve the functioning of the JJBs and CWCs through proper selection of the members and imparting adequate training; reduce the number of pendency cases both at JJBs and CWCs by increasing the number of sittings; and ensure regular inspections including surprise visits to all the juvenile justice and care institutions, whether run by government or private entities.

The Left Front government is set to come back to power for the fifth consecutive term in Tripura with leader of the coalition CPM leading in 32 of the 60 seats while its ally CPI was ahead in one.

Congress was a poor second leading only in four seats and others in one in the trends available so far.

In Meghalaya, the ruling Congress-UDP coalition is ahead in 14 of the 60 seats. Congress was ahead in 9 and its alliance partner UDP in 5.

Nagaland also continued with the same trend of favouring the ruling combination.

The Naga Peoples Front (NPF) was ahead in 15 seats while the Congress was ahead in 4, JD(U) 1 and others 2 in the 60-member assembly.

Arms dealer with huge weapons arrested in Imphal

IMPHAL: An arms dealer was arrested after a large number of weapons were allegedly found in his possession during a massive search operation in Imphal east district of Manipur.

Superintendent of police (Imphal east district) Kamei Angam said following a tip-off, a police team led by officer in charge of district commandos inspector Achouba Meitei searched Shingjamei Bheigyabati Leikai area near here on Tuesday.

During the operation, an arms dealer identified as Khetrimayum Umakanta (44) was arrested. A single barrel country-made rifle, two country-made pistols, one country-made air pistol and large number of ammunition were recovered from his possession.

Angam said Umakanta allegedly manufactured the country-made weapons. He is in police custody for further interrogation.

In another incident, Imphal east district police commandos on Tuesday arrested three militants of Kangleipak Communist Party ( military task force) during search operation at Wangkhei Ayang Palli area in the district, police said.

Sources identified the militants as N Gogonbihari (25), L Bobi (35) and LisamAbung (21). Two mobile phones, party's extortion letters and some other underground materials were recovered from them.

Lakhs throng Kumbh on Maghi Poornima

ALLAHABAD: The penultimate bathing day of the 55-day Mahakumbh - Maghi Poornima - began early on Monday at the Sangam here, with lakhs taking an early holy dip in the Ganga.

The day is special as the "Kalpawasi" pilgrims end their month-long penance and sabbatical from worldly life on Maghi Poornima.

More than 1.5 crore devotees are likely to take a holy dip at the Sangam - the confluence of rivers Ganga, Yamuna and the mystical Saraswati today.

The Kumbh mela administration has deployed extra police forces to man major intersections and roads in the sprawling 52 sq km mela premises. Photography has been banned at all bathing ghats, on the basis of a high court directive.

Special traffic arrangements are in place to divert devotees to less congested roads and ensure smooth exit after the ritual bath.

Still haunted by the tragic stampede of February 10 on Mauni Amavasya at the city railway station which left 37 dead, the railway protection force (RPF), civil police and the government railway police (GRP), along with Indian Railways, have made elaborate arrangements for the return of the crowds after bathing.

To meet the extra demand, the railways has opened additional ticketing counters at Prayag Ghat, Rae Bareilly, Lucknow, Faizabad, Ayodhya and Sultanpur.

Extra coaches too have been added to trains plying between Lucknow and Allahabad, a railway official told IANS.

"Additional teams of officials have been sent to all stations and all care is being taken to ensure smooth passage of the Maghi Poornima bathing," senior divisional commercial manager Ashwani Kumar Srivastava said.

The administration is on tenterhooks as it rained during the weekend, making the temporary roads unmotorable; large areas have been turned into swamps by rain.

According to the ascetics at the Kumbh, the auspicious time for bathing began at 1:40 Sunday night; it will continue till 2:01am Tuesday.

"Most people will take a bath during the auspicious time, though technically, bathing time ends at 1:41 pm on Monday, for 'Bhadra' is on till then. The Kalpavasis, who slept on thatched floor, gave up worldly life, cooked for themselves and lived in solitude since Makar Sankranti (Jan 14), will Monday disband their hutments and head back home. They will also take along a plant of Tulsi that they sowed on the first day of their Kalpwas," one ascetic explained to IANS.

The Kumbh, which falls after every 12 years, began this year at Allahabad Jan 14; it is set to conclude March 10, Maha Shivratri day.

300% rise in terror financing cases: Report

NEW DELHI: Over 1,400 instances of terror financing in country's economic channels were red-flagged by intelligence and security agencies last year, a latest report of the finance ministry says, marking a 300% jump in such suspicious transactions.

The Financial Intelligence Unit (FIU), which functions under the ministry, has reported that it had received 1,444 reports during 2011-12 from agencies like the intelligence bureau, the Research and Analysis Wing and those in the economic domain and affiliated to the Income Tax and Customs departments.

The figure of such reports from these agencies stood at 428 during 2010-11, the agency says.

"The FIU also supports the efforts of domestic intelligence and law enforcement agencies against terror financing by providing information specifically requested by them, either by searching its database or by calling specific information from the reporting entities," the report says.

The FIU is the national agency responsible for receiving, analyzing and disseminating suspicious transaction reports (STRs) to security and anti-money laundering and tax evasion departments of the country.

The agency also reported a more than 100 per cent rise in the number of STRs received during 2011-12 as it collected a total of 69,224 such reports during this period as compared to 20,698 STRs during 2010-11.

The instances of reportage of fake currency in Indian banking channels are also on the rise, the FIU says.

59-hour countdown for Isro's PSLV-C20 begins

CHENNAI: The 59-hour countdown for the February 25 launch of Polar Satellite Launch Vehicle to put into orbit seven satellites, including Indo-French spacecraft SARAL, commenced at 6.56am today at the Satish Dhawan Space Centre in the spaceport of Sriharikota.

The Launch Authorisation Board earlier cleared the launch schedule for February 25 at 5.56 PM from the first launch pad in Sriharikota, about 90 kms from here, Isro sources said.

PSLV-C20, the 23rd PSLV Mission of Isro, would put the 400 kg Indo-French satellite and six others into orbit.

SARAL refers to Satellite with ARgos and ALtika. The French space agency CNES has developed ARgos and ALtikameter for analysing the ocean.

The rehearsal launch of PSLV - C20 with the primary satellite SARAL and six other foreign satellites has been completed satisfactorily, the sources said.

The other six auxiliary payloads are - two each from Canada, Austria and one each from Denmark and the United Kingdom.

President Pranab Mukherjee is likely to witness the launch along with Andhra Pradesh chief minister Kiran Kumar Reddy.

BJP calls for shutdown in Andhra Pradesh

HYDERABAD: The Bharatiya Janata Party (BJP) has called for a shutdown in Andhra Pradesh on Friday to condemn the twin bomb blasts, which killed 14 people and injured over 100.

The Bharatiya Janata Party today demanded the suspension of question hour and said that in the wake of the Hyderabad blasts there should be a discussion the the Parliament over terror.

BJP state president G Kishan Reddy appealed to all people to voluntarily observe the shutdown to protest the blasts and show their sympathies with the victims' families.

Talking to reporters, he said the state government failed to take steps to prevent the blasts despite warnings from the intelligence agencies. He demanded the government to act firmly against terrorists.

Police have stepped up security in the city and other major towns in view of the shutdown call and Friday prayers.

The Bharatiya Janata Party today demanded the suspension of question hour and said that in the wake of the Hyderabad blasts there should be a discussion the the Parliament over terror.

Day 2 of nationwide strike: Cops on alert in Noida; several states affected

NEW DELHI: Normal life in several parts of the country continued to remain affected on Day 2 of the nationwide strike called by the trade unions.

Cops in Noida are on high alert, after widespread violence on the first day of the strike. According to TV reports, several schools and offices in Noida have been closed.

The UP government has formed a two-member panel to probe the violence in Noida on the first day of the two-day nationwide shutdown.

The state government late on Wednesday named additional director general of police (Law and Order) Arun Kumar and home secretary Rakesh as members of the probe committee and asked them to submit a fact finding report within three days.

Principal secretary (Home) RM Srivastava told IANS that "toughest action" would be taken against those found guilty of violence.

The committee has been asked to look into the state of preparedness of the Noida police to handle the shutdown and identify district officials guilty of dereliction of duty.

"The government has taken a serious note of the whole episode, wherein properties were gutted, people were beaten up and several vehicles were set on fire. There should be no doubt that the government would crack down on all found guilty," Srivastava said.

Violence erupted on Wednesday in Noida and Greater Noida where factories were targeted and set on fire. Violent clashes took place and several vehicles were set afire.

Officials have started screening the video footage of the violence in order to identify and book the perpetrators.

"We are also exploring possibilities of slapping the National Security Act (NSA) on the rioters," a senior official said.

State government sources said chief minister Akhilesh Yadav was particularly miffed at the Noida violence as he views it as a big blow to his efforts to create a pro-investment climate in Uttar Pradesh.

"The chief minister has taken a serious note of the clashes as it could send a wrong signal that industries are not safe in UP," an official said.

Bank operations hit

Normal banking operations were hit for the second day on Thursday as public sector bank employees continued their strike.

It is, however, business as usual at private sector banks like ICICI Bank and HDFC Bank.

Employees of public sector insurance companies, including LIC and New India Assurance, are also participating in the strike.

Shutdown in Kerala

In Kerala, workers from most sectors ranging from transport to banking keeping away from work.

Reports from across the state said buses and taxis were off the roads and markets remained shut. Train and air services were not affected.

Attendance in government offices was thin and educational institutions remained closed as pro-Left service and teachers unions joined the strike. Universities have cancelled examinations scheduled for the last two days.

Barring stray incidents of minor violence, the state has remained peaceful since Wednesday.

Police in their vehicles facilitated the short-distance travels of train and air passengers, who arrived in the state unaware of the hartal atmosphere.

Emergency services like healthcare, milk supply and media have been exempted from the strike.

Schools, colleges closed in Karnataka

The two-day nationwide strike by trade unions had no major impact in most parts of Karnataka on Thursday.

Though banking services were hit, many buses, taxis and autos plied and shops and hotels remained opened here. However, schools and colleges were closed.

No violence was reported from any part of the state, police said.

Services at many hospitals in the city were not hit, as also in IT companies. Several PSUs including HAL, BHEL and BEL, besides a host of other industrial units in Bangalore were functioning normally.
No impact in Mangalore

In Mangalore, however, there has been no effect of strike on Day 2. The buses are plying normally and the schools are functioning as usual.

Britain's Cameron visits Jallianwala Bagh massacre site, Golden Temple

AMRITSAR: British Prime Minister David Cameron laid a wreath on Wednesday at a memorial for the notorious Jallianwala Bagh massacre where he is reportedly set to express regret for the loss of life.

Cameron, dressed in a dark suit and bowing his head, laid the flowers at the Jallianwala Bagh memorial in Amritsar, where hundreds of unarmed protesters were gunned down by British troops in 1919.

Earlier, he paid obeisance at the holiest shrine of Sikh religion Golden Temple where he was presented a robe of honour.

Amid tight security arrangements, Cameron paid obeisance inside the sanctum sanctorum at 10:25am.

Clad in a dark suit and a tie with head covered with a blue-coloured cloth, Cameron was presented a robe of honour inside the sanctum sanctorum of Harmandir Sahib, popularly known as the Golden Temple.

The British prime minister also mingled with a couple of devotees and chatted with them for a brief period as Gurbani played in the backdrop. This is the first visit by a high-profile British dignitary to Amritsar after 1997, when Queen Elizabeth II and her husband Prince Philip, the Duke of Edinburgh, had visited the holy City.

Inside the temple, he was accompanied by Punjab chief minister Parkash Singh Badal, who earlier received the British dignitary at the Sri Guru Ram Dasji International Airport, Shiromani Gurdwara Prabandhak Committee (SGPC) President Avtar Singh Makkar, among others.

The British prime minister reached the Golden Temple at about 9:50am and spend nearly an hour inside.

Before paying obeisance by bowing his head inside the sanctum sanctorum, the British leader was taken around the temple by officials of the SGPC, apex religious body of the Sikhs, and was also shown Shri Guru Ram Dass Langar Hall.

Nagaland home minister resigns after Rs 1cr cash, arms found in his car

KOHIMA, NAGALAND: Home minister Imkong L Imchen has resigned from the ruling Naga People's Front (NPF) government, a party official said Tuesday.

Imchen put in his papers after the Election Commission authorities seized cash amounting to more than Rs one crore and weapons from his vehicle on Monday by troopers of Assam Rifles.

"I felt imperative to tender my resignation from the Council of Ministers with immediate effect, owning moral responsibility while holding public office, even though I have committed no wrong over the incident under the law," Imchen said in his resignation letter, which he submitted to chief minister Neiphiu Rio.

On the other hand, the opposition Congress has sought disqualification of Imchen from contesting the assembly election for violating the model code of conduct.

The offence committed by Imchen is a very serious crime under Arms Act and the case should be investigated by the National Investigation Agency.

On Monday, troopers of the Assam Rifles seized Rs 1.10 crore in cash, five pistols, two 7.65 mm calibre rifles and 140 round of 303 rifle ammunition from Imchen's vehicle at Sathupang area in Wokha district while he was on his way to his Koridanga constituency in Mokokchung district.

This is the second big cash seizure in poll-bound Nagaland.

On Saturday, election officials seized Rs.one crore in cash from NPF candidate H. Nyemli Phom after his helicopter landed at the Assam Rifles helipad in Longleng district.

Phom, who is seeking re-election from Tamlu constituency, later claimed that the money was given to him by the party and was part of NPF funds.

Sikhs protests outside French embassy in Delhi over turban ban

VADODARA: Sikh groups led by United Sikhs organization, Akali Dal (Delhi) and Sikh Forum held a peaceful protest outside the French Embassy in Delhi and submitted a memorandum addressed to French President Francois Hollande against the ongoing turban ban in French public schools.

"If there was any doubt about the legality of France's (turban ban) action, the eminent jurists of the UN Human Rights Committee (UNHRC) recently pronounced that France had violated the human rights of both Bikramjit Singh and Ranjit Singh by denying them their religious right to wear a turban....The global Sikh community says that France is able to reverse the turban ban for a photo ID because France has since adopted biometric ID documents, in compliance with EU regulations, which rely on facial features and fingerprints and do not require a bare head for the photo on ID documents," Mejindarpal Kaur, UK based legal director of United Sikhs stated in the memorandum, that was submitted by a delegation led by protesters.

"Our argument against the turban ban in schools is that when a Sikh schoolchild removes his turban, his joora(top knot), which denotes that he is a Sikh, is visible. Hence, the French law that purports to ban the ostensible display of religious signs in schools should not apply to the Sikhs because it does not serve its purpose as a Sikh's religious sign (unshorn hair tied as a joora) will be ostensibly visible when the turban is removed," the memorandum stated.

United Sikh's India director Gurpreet Singh SAD's Manjit Singh GK and Onkar Singh Thapar, DGMC's Daljeet Singh and Sikh Forum's RS Chatwwal also held discussions with Jean-Marc Sere-Charlet, minister counsellor at the French embassy, after handing over the memorandum.

Malik aimed to boost his relevance at home, Pak?

NEW DELHI: The Indian security agencies suspect that JKLF chief Yasin Malik may have secretly met 26/11 mastermind Hafiz Saeed during his stay in Pakistan, apart from sharing the dais with him at a protest in Islamabad. Even as his alleged one-on-one meeting with the LeT boss is kept carefully under wraps, Malik, intelligence officials say, ensured a photo opportunity alongside Saeed to "score" over moderate Hurriyat's "secret" meeting with him last December.

Till now sidelined in Kashmir's separatist politics and desperate to win over the support of Pakistani agencies, Malik possibly saw his appearance with Saeed as a last-ditch bid to boost his relevance at home and across the border.

The intelligence agencies have already rejected Malik's defence that his sharing the stage with Saeed was co-incidental. "I was on a hunger strike for 24 hours near Islamabad Press Club. Thousands of people came there including Hafiz Saeed, who came there for 15 minutes...where did the meeting take place?" the JKLF leader had argued after his public appearance with Saeed sparked an outrage here.

Agencies, however, feel Malik's photo-opportunity with the LeT boss was intentional. "It is virtually impossible for Malik to not have known the list of big leaders who he would be sharing the stage with, particularly those with a profile as daunting as Saeed's," an official pointed out.

"Considering the interest generated by moderate Hurriyat leaders' 'secret' meeting with Saeed in December, Malik possibly thought that a public appearance with the LeT founder in Islamabad would help him score over them. His real meeting with Saeed, however, may have happened away from the public eye to ensure deniability," the official added.

Saeed's active interest in Kashmir is public knowledge. In fact, at a recent rally in Lahore to mark the Kashmir solidarity day, the LeT founder and Jamaat ud Dawah boss urged India to "leave Kashmir", warning that Indian Army would be defeated and Kashmir would get independence. He pledged support to all Kashmiri leaders and hoped for their unity.

According to an intelligence assessment, Malik, who has lately been overshadowed by Kashmiri separatist leaders of the Tehreek-e-Hurriyat like hardliner Syed Ali Shah Geelani and the moderate Hurriyat under Mirwaiz Umer Farooq, may have sensed an opportunity to bounce back to the centrestage just by being seen with Saeed. His fast in Islamabad against the hanging of Afzal Guru provided him the right setting to pull off the photo-opportunity.

Intelligence officials point out that just like leaders of the two Hurriyat factions, which are dependent on ideological and logistical support from Pakistan to further their campaign in the Valley, the JKLF leader too has shed his hardened pro-azaadi stand and is looking for support from across the border.

Though Malik may be questioned upon his return from Pakistan on his "encounter" with Saeed, the agencies believe there the Centre can do little beyond either revoking his passport or denying its extension beyond March 31, when it is due to expire anyway. India is an incredibly dynamic nation: US lawmaker

WASHINGTON, Describing India as an "incredibly dynamic country", a top US lawmaker has said there are a broad spectrum of opportunities, including in the economic sector, for the two countries to collaborate.

House member Peter Roskam, the newly-elected Republican co-chair of the Congressional caucus on India and Indian Americans, made the comment during a meeting on Friday with the Indian Ambassador Nirupama Rao on Capitol Hill.

Roskam, who is participating in a Congressional delegation visiting India next week, said that he looked forward to using his visit to learn more about India, and to help the House India Caucus in advancing the India-US strategic partnership.

He also spoke warmly about the Indian friends he had known since his childhood and said there were shared values and complementarities between India and the US, according to an Indian Embassy media release.

Rao, in turn, gave an overview of the current economic outlook of India and agreed with Roskam about the bright prospects for business and economic cooperation between the two countries, it said.

Both she and Roskam also praised the role played by the Indian American community in taking this relationship forward.

Earlier Thursday, Rao hosted a welcome reception at her residence for two newly elected House members, Ami Bera, the only Indian American member of US Congress, and Tulsi Gabbard the first ever Hindu-American to be elected to the US House.

The presence of Bera and Gabbard in the US Congress "brings great meaning to our mission and our task of taking US-India relations further forward to greater and greater heights," she said.

Throughout their lives, they have been touched by the spirit of India and by the message of great leaders like Mahatma Gandhi who personified the spirit of selfless service in the cause of freedom and democracy, Rao said.

She also wished them great success in the cause of serving their country and building friendship between two great countries - India and the United States.

1,455 death penalties awarded in India since 2001: National Crimes Records Bureau

NEW DELHI: Asian Centre for Human Rights (ACHR) in its report "The State of Death Penalty in India 2013" stated that as per the records of the National Crimes Records Bureau (NCRB), Ministry of Home Affairs, Government of India, a total of 1,455 convicts or an average of 132.27 convicts per year were given death penalty during 2001 to 2011.

During the same period, the highest number of death penalty was imposed in Uttar Pradesh (370) followed by Bihar (132), Maharashtra (125), Karnataka and Tamil Nadu (95 each), Madhya Pradesh (87), Jharkhand (81), West Bengal (79), Delhi (71), Gujarat (57), Rajasthan (38), Kerala (34), Odisha (33), Haryana (31), Assam (21), Jammu and Kashmir (20), Punjab (19), Chhattisgarh (18), Uttaranchal (16), Andhra Pradesh (8), Meghalaya (6), Chandigarh and Daman and Diu (4 each), Manipur and Himachal Pradesh (3 each), Tripura and Pondichery (2 each) and Goa (1).

In the rest of the States (Arunachal Pradesh, Mizoram, Nagaland and Sikkim) and Union Territories (Andaman and Nicobar Islands, Dadra and Nagar Haveli and Lakswadweep), no death penalty was imposed.

"This implies that on average one convict is awarded death penalty in less than every third day in India. The rarest of rare case doctrine for application of death penalty has become routine. Death penalty is no longer the exception but the rule," said Suhas Chakma, coordinator, National Campaign for Abolition of Death Penalty in India and Director of ACHR.

Thousands of convicts remain on death row. This is established by the fact that during 2001 to 2011, sentences for 4,321 persons were commuted from death penalty to life imprisonment with the highest number of commutation in Delhi (2462) followed by Uttar Pradesh (458), Bihar (343), Jharkhand (300), Maharashtra (175), West Bengal (98), Assam (97), Odisha (68), Madhya Pradesh (62), Uttaranchal (46), Rajasthan (33), Tamil Nadu, Punjab and Chhattisgarh (24 each), Haryana and Kerala (23 each), Jammu and Kashmir (18).

ACHR called for abolition of death penalty stating that "The execution of Nathuram Vinayak Godse for assassination of none other than the father of the nation, Mahatma Gandhi, has not acted as a deterrent against assassination of many prominent political leaders including former prime ministers Indira Gandhi and Rajiv Gandhi, former Punjab chief minister Beant Singh, MP Lalit Maken and many other prominent political leaders."

There is no scientific or empirical basis to suggest that death penalty acts as a deterrent against any crime. Though no execution had been carried out since the execution of Dhananjoy Chatterjee on August 14, 2004, the number of murder cases have been reducing.

According to the National Crimes Record Bureau, in 2001 a total of 36,202 murder cases were registered in India. Though the population of India increased from 1.028 billion in 2001 to 1.21 billion in 2011, the murder cases indeed reduced to 34,305 in 2011.

Commenting on the execution of Afzal Guru, ACHR stated that India must assuage the sentiments of the Afzal Guru's family members who have effectively been not informed about the impending execution on February 9, 2013.

The state itself must not be flouting or circumvents the rules as it erodes the belief in the rule of law.

Guru was hanged out of the queue and was denied the right to appeal against the rejection of mercy petition.

"The interventions of the Supreme Court against rejection of mercy petition of Devender Pal Singh Bhullar, the Guwahati high court against rejection of mercy petition of Mahendra Nath Das and the Madras high court against rejection of mercy petitions of Santhan, Murugan and Perarivalan have established that the decision of the President of India on mercy petitions is further subject to judicial review and this opportunity to appeal has been denied to Afzal Guru," said Chakma.

On the recent rejection of mercy petitions of four accused namely Gnanprakasham, Simon, Meesekar Madaiah and Bilavendran who were sentenced to death by the Supreme Court in January 2004 in connection with the killing of 21 policemen in a landmine blast at Palar in Karnataka in 1993, Chakma said: "It appears that the Government of India in its attempt to address political fallout of the botched up execution of Afzal Guru and the expressed position of the members of the UPA Government on death penalty in certain cases will carry out further executions of death row convicts not connected with political sensitivities."

According to ACHR, India must follow its own civilisational values. Mythologies of India are full of stories about criminals being reformed.

Valmiki, the author of the epic Ramayana, was a highway robber known as Ratnakara until he came under the influence of Maharshi Narada to leave the paths of sin. Similarly, according to Buddhist literature, Daku Angulimala (dacoit who wears finger necklace/ garland of fingers) was a ruthless killer who was redeemed by a sincere conversion to Buddhism.

India as the land of Valmiki, Lord Buddha and Gandhi must follow its own civilisational values and take effective measures to join the countries which have abandoned retributive justice system and abolished death penalty.

Hyderabad is the world’s second most affordable office market: Survey

BANGALORE: Hyderabad is the world's second most affordable office market after Surabaya in Indonesia, according to a survey, while Chennai and Pune are at fifth and sixth positions, reinforcing India's reputation as among the cheapest destinations for foreign firms to set up operations.

"Tier II cities in China and India continue to dominate the list of top-10 most affordable markets globally," said a survey by consultancy firm DTZ, which measured occupancy costs per workstation in 126 business districts across 49 countries in 2012.

"2012 has seen office space absorption rates across Indian cities drop by a fifth. We expect the office space absorption to be stable in the current year, driven by signs of overall improvement in global and domestic economies. Rentals are also expected to appreciate across the country," said Rohit Kumar, head of research at DTZ India.

According to the survey, it costs companies between $2,620 (about Rs 1.41 lakh) and $9,810 (Rs 5.27 lakh) per annum per employee in the top six Indian cities to set up operations, compared with $23,500 (Rs 12.63 lakh) per workstation in London West End.

China's Chongqing and Nanjing, followed by Cancun in Mexico, also figure among the ten most affordable markets. As per the report, a majority of markets in North Asia and India saw a 2-10 per cent rise in occupancy costs. This has forced occupiers in many markets to increasingly consider secondary space, particularly where prime space is limited to cut cost.

The total commercial office space absorption for the quarter ended December 2012 was 6.8 million sq ft, a decrease of 19 per cent compared with the previous year. Vacancies across cities are expected to rise in 2013, except Bangalore, a recent report by DTZ India said.

"Companies continue to consolidate and relocate to less premium locations. Many firms are now looking to cut real estate costs, which comprises 22-27 per cent of the total operational expenditure, the second biggest component after human resource," said Sridhar Raghavendra, founder of FM Zone India, a real estate and facility management firm.

Indian tender twisted to favour Italian firm: Prosecutors

BUSTO ARSIZIO, ITALY: Three brothers with family ties to a former head of the Indian air force helped to twist rules in a helicopter tender won by Italy's AgustaWestland, prosecutors alleged in an arrest warrant for a top Italian businessman.

Italian prosecutors said in the warrant reviewed by Reuters on Tuesday that two managers at AgustaWestland, a unit of defence group Finmeccanica, paid go-betweens to help it win the 2010 contract to supply 12 helicopters to India.

Part of these payments ended up with the three Indian brothers, Juli, Docsa and Sandeep Tyagi, whose cousin Sashi Tyagi was former Indian air force chief. None of the Tyagis has been accused of wrongdoing by officials in India.

In a growing corruption scandal, police arrested on Tuesday AgustaWestland's former chief executive Giuseppe Orsi, who now heads Finmeccanica Orsi and denies any wrongdoing over the 556-million-euro deal.

The case, which is still in its preliminary investigation phase, has rocked Italy before parliamentary elections on February 24-25, and also in India, the world's largest weapon importer.

Prosecutors in the northern town of Busto Arsizio, near AgustaWestland's headquarters, said Orsi hired US-born Guido Ralph Haschke, who was then a consultant for the Finmeccanica group, to lead dealings in India to secure the contract.

Haschke and his partner Carlo Gerosa, prosecutors said, had close ties with the Tyagi brothers.

Prosecutors allege that Orsi, along with the current chief executive of AgustaWestland Bruno Spagnolini, paid 400,000 euros in consultancy fees to Haschke and Gerosa. "Of this, 100,000 euros in cash were given to the Tyagi brothers," they said in the 65-page warrant.

The money went to the brothers to pressure Indian officials and help doctor the tender terms to favour the specification of AgustaWestland's helicopters, the prosecutors alleged.

The tender was changed to accommodate AgustaWestland by, among other things, lowering required altitudes where the helicopters could operate to 15,000 feet from 18,000 feet, "thus allowing AgustaWestland, which otherwise would not even have been able to present an offer, to take part in the tender", the warrant said.

The tender terms were also changed to introduce an engine failure flying test. This favoured AgustaWestland as its helicopters were the only ones in the tender operating with three engines.

Orsi's lawyer said his client denied distributing any money or pocketing a single euro, adding that the investigation did not provide any evidence of illicit payments. AgustaWestland said on Tuesday it supported Spagnolini who was placed under house arrest.

The warrant also covered Haschke and Gerosa. Neither has been arrested as they are in Switzerland. A lawyer for Haschke, contacted by reporters, declined to comment on the case while Gerosa could not be reached for comment.

Reuters was not immediately able to locate the Tyagi brothers, nor Sashi Tyagi.

Sashi Tyagi, head of India's air force from 2004-2007, in November told a news weekly that he had no memory of the issue. The warrant did not explain how Tyagi might have been involved in a deal completed after he had left his post.

The investigation into Finmeccanica, which started more than a year ago, is one of a series of corruption scandals in defence dealmaking in India. Defence minister A K Antony has ordered an inquiry into the deal to be conducted by the Central Bureau of Investigation, the country's federal police force.

The arrests over Indian bribery allegations come as Finmeccanica unit Alenia Aermacchi hopes to compete for a contract to supply over 50 military transport aircraft to India in competition with European aerospace group EADS.

According to specialist defence publication IHS Jane's, Alenia would build 40 of the 56 C-27J Spartan airlifters in India and use the same assembly line to meet future regional demand for tactical air transport.

The military arm of EADS subsidiary Airbus told Reuters last week it would offer its C295 military transport plane as an alternative, adding that manufacturers were waiting for a formal competition document from the Indian government.

UP CM Akhilesh to meet Allahabad stampede victims today

ALLAHABAD: Uttar Pradesh chief minister Akhilesh Yadav will visit Allahabad on Tuesday to meet those injured in the stampede at Allahabad railway station.

He is also expected to take stock of relief operations for the Kumbh pilgrims.

Expressing grief over the tragedy, Yadav had earlier on Monday said that the priority of his government was to ensure safety of devotees at the Kumbh Mela.

"The most important issue for the government and the officials is to ensure that rest of the people, who are stranded at railway station or staying at the Kumbh after taking dip, should reach their home safely and without any harassment," he told media in Etawah town.

Azam Khan, a senior cabinet minister in the Akhilesh Yadav-led Samajwadi Party Government (SP) Government, resigned as the head of Kumbh Mela Management Committee on 'moral grounds' yesterday.

"The incident has hurt me. I, taking moral responsibility, have decided to tender resignation as the head of the Kumbh Management Committee. I have conveyed his message to the chief minister and you (reporters) as well," he told media in Moradabad.

The Uttar Pradesh government has ordered an inquiry into the stampede, and asked the railways to make proper arrangements to clear rush of devotees. The Uttar Pradesh government has also sanctioned an ex-gratia of Rs 5 lakh to the kin of each of the dead persons.

At least 36 people lost their lives and over 40 others got injured in the stampede that broke out at the Allahabad railway station on Sunday night. The injured are being treated at the railway hospitals and the SRN Hospital in Allahabad. It is, however, feared that the death toll may go up since the condition of some of the injured is said to be in a critical condition.

The stampede occurred at platforms 5 and where thousands of passengers, mostly Mahakumbh devotees returning after taking the holy dip at the Sangam, had gathered to board a train.

The preliminary reports said that the stampede broke out when the railing leading to a footbridge collapsed.

Railways minister PK Bansal, however, yesterday ruled out the collapse of footbridge or any railing on the railway station as the cause for stampede.

Bansal claimed that arrangements at the railway platform were adequate. He also announced compensation of Rs 1 lakh to the families of the dead, 50,000 to those having grievous injuries and 25,000 to those injured.

Curfew continues in Kashmir Valley

SRINAGAR:Kashmir Valley remained under curfew for the third day today even as mobile Internet services remained suspended and newspapers failed to hit the stands following hanging of Parliament attack convict Mohammad Afzal Guru.

The restrictions on the movement of people in the Valley were further tightened this morning in view of apprehension of widespread protests to commemorate the 29th death anniversary of JKLF founder Mohammad Maqbool Bhat.

Bhat, who was sentenced to death for murder of a police officer, was hanged inside Tihar Jail on this day in 1984.

Protests continued in many parts of the Valley yesterday against hanging of Guru, forcing security forces to impose strict restrictions on civilian movement.

Only ambulances and staff of essential services department have been issued curfew passes to facilitate their movement.

Two persons have died and at least 50 others, including 23 policemen, injured in clashes between protestors and law enforcing agencies across the Valley since Saturday.

Heavy deployment of police and paramilitary CRPF remained in place in all vulnerable areas of the Valley to prevent any law and order problems.

The situation today is peaceful so far with no reports of any untoward incident from anywhere in the Valley, official sources said.

Meanwhile, mobile Internet services remained down for the third day as a precautionary measure.

Newspapers also failed to hit stands this morning due to curfew.
